Sounds like Black Market dealers. Eagle Feathers are worth a lot. To even possess one feather you have to be granted permission from the feds IIRC.

I don`t understand anyone shooting a bird like that. I see hawks,falcons,owls,and other birds like that all I want to do is watch them.

Money most likely. The first thing they would have to do is hunt them down. An Eagle isn't that easy to find. But the monetary gain from a few feathers would likely pay substantially.

Just greed same thing as commercial poachers. Actually that's what they are just a smaller prey is what they peddle. I hate to say it but it will be real difficult to catch them.

The only nongame bird I will shoot is a crow. I don`t like starlings but don`t waste ammo on them either.
